Unwanted Legacy - Harrim Companion Quest

The location is the Ruined Watchtower, right?
But the statue needs a key. How to complete this quest?

explore the area, you will eventually find the keys. They are *technically* rings, just keep looking around. One of them is on the body by the statue, and I don't want to spoil where the other 2 are.

Another is on a corpse in the lower left of the map, and the last is given by some hunters you need to save from a dimensional rift that teleported them on top of a rock, bring rope.

I didn't click on it before, as when you speak with Harrim in the group with the statue, afterwards you don't get a dialogue anymore. So I can be 100% sure I didn't retry the dialogue.

If I don't have the gem, can I still progress Harrim's quests?
