Animal companions can’t, because, as Demosthenes implied, an item’s effects are applied specifically to the wearer unless the description specifies otherwise—the description for the cloak doesn’t say it affects the wearer’s animal companion, so it doesn’t. And without mods, it’s impossible to give animal companions equipment.
I get a laugh out of thinking of Okbo with a cape tied around his neck, some amulet and stuffed into a suit of armor and it sure does work like this.
