I think it was the game's way of 'recommending' an outpost to upgrade.
There are at least two instances where there can be new content at previously explored areas with zero notification - I'm guessing there are several more:
1. Ford Across the Skunk River - changes the Troll Sightings event
2. Bridge Over the Gundrin River - changes early in the Season of Bloom story arc
However, in this case, these exclamation points indicate outposts which are eligible to be upgraded to a bastion. After completing the decree, every outpost with at least three slots filled will have that exclamation point - it's not recommending any particular one to upgrade.
