(note : you can find it by clicking "custom" button for portrait when creating any new character)
Then You have to create a new folder for each portrait ( "0001" for example) which have to contain 3 PNGs (same image but cropped/resized)
Fulllength.png which is exactly 692x1025px
Medium.png which is exactly 330x432px
Small.png which is exactly 185x242px
There are lots of portraits available on nexus mods (the folder with 3 images are already created there : you just need to copy/paste them)
and, the file location you left me i cannot get to either.
Open windows explorer
In view, select option, then change option of folder and search
In the folder options pop up, select the view tab, and in the options below, select "show hidden files, folders and drives"
Are you using a controller?
Personally, I use Irfanview to make my own portraits (to crop resize), but the ones in Nexus mod are more than enough
It's a little tan head button under the portrait.
There's some good portrait packs on Nexus.

On the nexus site, I downloaded one of them anyway when I first installed this game. It's pretty straightforward, hold on I'll send you a link.

It's free but you can pay for some useless stuff, unless you're an actual mod creator

There were some discussions about it some times ago because they changed the rules for mod creator (probably about partial ownership of mods or sth like that). But it has no impact for the basic user.
And these "portraits" mods we spoke of are litteraly just a bunch of portrait folder like i mentionned, not really a mod.
So there is 0 program or executable, just png file in folder you have to copy paste
Exactly just files to download, folders with a bunch of pictures, that's it.
It's a safe site, they have their own modding installation utility, Vortex, and they vet the files on the site for viruses and such
