when i play the game the cpu load is 30% and gpu is 30% at 1080p max setting and getting 35fps.Of course i am getting bad fps if the processor and graphic card are almost iddle.Can you check how you processor and graphic card are working when the game is running?
i got the same Problem too.
Fps are always around 50 to 70. It doesnt matter which graphic settings i choose in game. lowest and maxed out options always give the same fps.
My specs:
- 11GB ZOTAC GeForce GTX 1080 Ti AMP Aktiv PCIe 3.0 x16
- Asus Prime B350-Plus AMD B350 So.AM4 Dual Channel DDR4 ATX
- 525GB Crucial MX300 2.5" (6.4cm) SATA 6Gb/s 3D-NAND TLC Toggle
- AMD Ryzen 7 1700X 8x 3.40GHz So.AM4 WOF
- 16GB Corsair Vengeance LPX - DDR4-3600 DIMM CL18 Dual Kit
GPU usage is at 35%
cpu at 25%
something isnt right here....

Perhaps some further informations would be helpful? HD / SSD? I mean - what the xxxx is this??
Should I have to explain what happens, and what is the "game feeling", when the fps go below 60 in a monitor with vsync? Sorry, I assumed the basics were known here.
Obviously, the game stutters like crazy in those situations. And of course, the fps are important to obtain smooth experiences and no choppy gameplay. Yes, even in non shooter games. Maybe this is no important for you, and you "feel" butter smooth when in reality it stutters like hell. Congratulations, sir, I want to be like you, unfortunately I'm not. The truth is that with systems like the ones posted here is ridiculous not keeping solid 60 fps.

I mean You´re not giving any information in Your post except for processor / graphics card. Which solution did You except? It didn´t even sound like You wanted a solution - instead - just to ask "what the xxx this is".
Have You tried borderless fullscreen mode? Ingame and in Nvdia settings? Have You tried adaptive power management in Nvidia settings?
Other than that: perhaps consider a bug report...
It runs smooth f-o-r y-o-u. Congratulations again. And yes, I tried basic things like the ones you pointed out.
In this game turning off vsync gives u tearing, of course depending on the monitor u can notice lower/higher effects, but unfortunately here u don't gain a single frame. About settings, I said before that it doesn't matter: it happens from low to ultra settings. Read posts before answer it. You have so many posts before mine explaining the same thing with high-end PCs... so it is absolutely weird, although you think it is a normal and enjoyable experience. I won't discuss more on this with you, enjoy.
Try to compare this game smoothness with Divinity OS one. It is, simply, incomparable.
It seems a question of development skills. Engine performance is broken for this game, and people must know this before buying.
Agree, posts concern about not keeping solid 60 fps with high-end PCs to obtain optimal game experience, independently from game settings/graphic load. But not having huge drops (as far as I noticed).
I tried lowest settings, including x0 AA.
