How to obtain all three magic beasts heads in noble hunt?

I don't think you can. You only need two heads to win anyway.

you need to demand the hunters to give you the head of the wyvern, since you're the baron

You can either threathen them, or kill them for it. There will be repercussions tough.
As mentioned in posts above, you do NOT need the third head anyway, and i don't recall you getting anything better for the 3rd head.

There might be a steam achievement for it, but there's no in-game reward for getting all three. Just some minor repercussions and amusement (for the evil types)

Same reward for 2 as for 3.

u can get 2 of them no metter what , the 3rd one is by killing to north group that surrounding the wyvern

You get the Steam achievement for fighting fair, which means you need only 2.

the quest was broken for me... the quest ended just as it began, so I never had to hunt for them.

Whatever you do try to avoid having Ekun's companion quest at the same time. I'm not sure if that broke the quest or not but while I've had few major bugs, I will say this one didn't work for me either. In fact: spoiler everyone died.
