Armag's tomb, hiring scholoars, scout project

I have read every post I can find, and my 56 hour save is currently doomed. I cannot find Armag's tomb. I did the pike's crossing book event, I have no idea where to hire these supposed scholars, and even when the scout project completes, nothing makes it appear. I've wandered all about the area it should be in, no luck.

Worst of all? I get overwhelmed by barbarian events, I assume, and have no way to shore up my kingdom. I assume this hot mess is bugged, which is a bit heartbreaking, as the game is great in the spirit of BG2.

Is there a patch? Is this nonsense a known issue? Is there a cheat? I'm not inclined to restart a 56 hour game I am enjoying. Could use a hand here!

The scholars is a project to research the dwarven library, should be an available project in the kingdom tab.

It's keyed off your perception checks, though, so make sure you're buffing a character's perception when you scout out the area. The projects and storybook just lower the perception needed to spot it.
