Report a translation problem
Figured it was a level 1 only feat or something... No idea if I'm right or wrong.
You get a character feat every odd level (1, 3, 5, 7...), and some classes get specific feats at certain other levels (Fighters get a bonus combat feat at every even level, for instance). An average level 2 party would, indeed, not get Toughness as a choice, since they wouldn't get a choice, period. If it's a class-based bonus feat, not all classes have Toughness as one of their choices.
Other than that, it might just be a bug. I'd say analyze the situation better, and if you're certain it's a bug, report it and send the devs your save file so they can properly look into it?
Unfortunately Toughness is not a Combat Feat. It's a General Feat. Pick something else for Level 2, and it will be on your list for Level 3 (all feats available that you can take)
