LOL, just as I posted this, I got Varnhold vanishing.... I guess this is in fact normal. *shrugs*.
Yes, you have about a 6 month "free" period after Season of Bloom to manage your kingdom and do side stuff/explore.
Later you will have a even bigger period at the end of chapter 5 of about 9-10 months.
I actually like these phases to get my kingdom in order, explore, do companion quests in peace and so on.
Most of the time some catastrophe or other makes you rush frantically to solve it.
Maybe I'm doing something wrong, but I'm not allowed to explore Varnhold yet even though I have the quest. I'm getting roadblocked and sent directly to the capital.
OK I guess I just sit in my capital pressing skip days for another hour.....

You get the quest from the brother a few weeks before chapter 3 really starts.
You cant enter Varnhold before that. You will get a event with a letter from the Swordlords that will trigger the next phase.
Also, are you seriously telling me that you explored the whole map, have no open side or companion quests and nothing else to do at the end of chapter 2?
Yes. Only thing I have are kingdom quests which I can't complete until I get larger.
I'm bored man, been clicking skip day for over an hour. Not fun. IF I explore the map I get road blocked, and sent back.
In any case, you are not far off. At most 2-3 ingame weeks before chapter 3 starts.
And then you have all those events + chapter 4 starts right after.
Next real downtime will be after those 2 chapters so plenty of stuff to do.
And a bunch of new companion quests and new areas to explore unlock too till then.
So just keep going.
