Agile feet is for being able to move on difficult terrain without the penalties I think. Its suppose to speed you up but not protect you from anything. Although it probably boosts your reflex/dodge/dex to a degree.
The difficult terrain aspect is just meant to slow you down and potentially make you make multiple saves to avoid being webbed (since you have to check on entering the web plus every round you are still in the web), where as a character who can move across faster may only have to make 1-2 checks at most (but you can still potentially fail that first check even if immune to difficult terrain).
