I think half plate should have a higher dex bonus than full plate and I think it's a (minor) bug. Why should I be more hindered in a half plate than in a full plate?
And no, half-plate is exactly as intended. It's a mismatched poorly fitted gear, so it's indeed worse in ever way possible than a custom full plate both in-game and irl.
There is no intention to use the one piece over the other, so it's just useless gameplay-wise. You can try to paint lipstick on that pig all you want. It's useless and nobody in her/his right mind would use a half plate +1 in this game over a full plate because it's in every category worse or equal. I think this should change.
