Good class for empire management ?
I assume persuasion and perception is important ?
Which classes you have found are good for leader position ?
Paladins because charisma ? (but they lack perception)
Monks because perception ?
Bards because mega good skills overall ? (but we have very canon bard already)

Or there is place for any kind of leader and events happen that cater to any class ?

Unlike the PnP version, the MC is stuck in the "Ruler" position no matter what. In exchange, their stats do not matter at all when it comes to kingdom management.

With that said, persuasion and perception are still nice to have on the mc, if only because you're not guaranteed to have a chara with good persuasion scores early on while perception helps for a couple of solo situations.

It's more any lawful character make a great ruler and lawful evil being the best at ruling.

Lawful evil DC sage sorcerer or lawful evil DC wizard with the Varnhold DLC would be my pick for the best ruler while being also a very strong MC.

Charisma and persuasion on the ruler is nice but very optional and the skills DC only for the main character are very low versus the ones everyone can roll.

Oh, and maybe I should have worded it better, but I am interested in the "encounters" that come with empire management. Surely theres plenty of stat checks during encounters ?

Technically, you lose a huge.. no, HUGE chunk of exp by not stacking persuasion on MC, but without the knowledge on how you'll likely miss it anyways.

Total agree, passed skill checks generally give you huge ammounts of xp, high lv traps disarm ect. much more than killing some stuff.

you can get the leadership skills on anyone via racial options, class options, etc. Tief/Asim have a lot of perception/persuasion combo heritage, and several other races have perception naturally and a LOT of classes have persuasion. That leaves being good at it... do you care to blow a feat or up a stat that isn't good for anything else so you can be the ultimate king?

The simple version is class doesn't matter for ruling things per se. Alignment does. You want to be at least lawful. preferably - lawful-evil due to +to problem solving buildings.
