It also depends a little on what class we're trying to do it with. With a fighter? Full martial proficiency means you have a lot of better options. With an Inquisitor or Bard? Much more likely to be a decent option.
And of course if you're playing a Paladin weapon bond does a good job of reducing the need for an actual +5 weapon in a sword and board build. The spell on hit effects are actually decent. Which means it's a question of what weapon you really want to be wielding.
Though as for luck. A Keen shortspear threatens in 10% of hits. If you're getting 3 attacks per round then you expect to threaten a critical about 28% of rounds. If the fight goes for three rounds you expect to have crit by then over half the time.
So how long are our fights agaisnt single enemies? Depends. The lower your chance of hitting the more rounds, and the more of your actual hits are critical threats.
