About the rapier change
Estoc, Tongi and Rapier were counted as light weapons. This reduced the damage these weapons did with Power Attack and made characters unable to hold them with two hands. Resolution: they are no longer counted as light weapons, but Estoc and Rapier are still affected by Weapon Finesse and similar abilities in exactly the same way. Only characters who have a rapier, tongi or an estoc as an offhand weapon will suffer any penalties.

So for a dex based character, level 4 thug/rest in vivi with focus on dual wielding rapiers, will this change do anything ?

I don't understand the part about the offhand.

since they arent light you will now get -2 to attack though dont quote me on that.
to see the difference just equip 2 mundane light weapons and then 2 mundane rapiers

Well since Rapier isn't light, dual-wielding them means a -4/-4 penalty to hit (while wielding rapier+light weapon off-hand only has -2/-2 penalty to hit)

So it's a nerf to dual-wielding rapiers ?

With all the feats, will dual rapiers have less hit chance then dual daggers ?

Well, its a fix to work like it does in official Pathfinder ruleset (from P&P) but effectvely yes. Dual sword, dual axe, dual rapier etc. have less to hit chance than dual dagger, sword+dagger, sword+short sword etc. (general rule: light weapon in off-hand).

I was so surprised that I could use dual rapiers with no addition penalty! Now let's go rapier and kukri! It's also more elegant as a style XD
