And why you even need a rest in the capital? There is simply zero need to do so.
This is a QoL change, nothing more, nothing less.
What QoL? For already cheating game mode? Because on normal+ difficulty resting in capital / at oleg have zero difference with resting in field.
No, I'm against idea of making cheating mode even more cheating. Use at least tiny amount of efforts to learn game and you will never die on story-easy.
Even then, if you bind it to the proposed condition, that you need to have an alchemist/temple there this evens out.
On top of that this would actually give you a good reason to visit your settlements apart from artisans once in a while. I really don't get why this would not be a plus on every front.
