Where in the Hell is Tartuccio??

I chose to fight both the Kobolds and the Mites, and I'm pretty sure I've completely cleared the upper and lower level of the Old Sycamore caves. Where the Hell is this Gnome?

There's a Hall I can't open because I - apparently - don't have a key. Is he there? Why didn't I get a key when I killed all of the enemies in the caves?

Is it bugged out, maybe?

The kobold chief has the relic (key) to open the vine door. Go back to this area where my group is and double check the loot.
