Earliest you can get Amulet of four Elements?

I'm currently in the middle of Troll Trouble at the part where you're clearing out their base. I had to take a break part way through because my parties resources were totally drained and everyone who needed their dex most had taken huge ability damage there from poison. During this break I decided I'd explore a little to see if I could find the merchant that sells it, but looking closer at the wiki revealed that she is in the settlement you make there.

So while trying to reveal as little as possible when is the earliest I can snatch that bad boy? What is the ETA for my establishing Silvershire if that be the only way to make the amulet available?

Ask for necklace and only necklace as soon as you get the artisan Mim and it should take 1-3 try get one.
