Are you using any mods? If yes, which ones?
Click on one of the very little sign post all over the Silverstep kingdom management map to build a village there.
-Make sure you have discovered crossroads in that region as you can only place settlements on the dots.
-Don't click Map tab to try and build settlements, just drag to that region on e.g. "events" tab and it should show icons on discovered crossroads where you can build.
-Check for mod issues as mentioned
It can be confusing because the Artisan Mim turns up right after expansion and says she'll wait in the Silverstep village, which you may not even have one yet which leads people to believe she's talking about the "Lake Silverstep Village", which she is not. She will be in your settlement when you build it.
