How to build more than 1 settlement per region?

Hi all, bit of a dumb question, but I can't see a way to build more than one settlement per region. I've got three regions and three settlements.

I can't see any more of those house icons on the map. I've recently upgraded my capital to a town, and have just started the Season of Bloom questline if it makes any difference.

Any tips on how I'm supposed to unlock the ability to make more settlements? Or is it meant to be 1 per region?

1 settlement per region, that's it. You can only upgrade them later on to town (don't know about city) with certain event cards but that's it.

As said, there is 1 per region, but there is plenty to plan and build with those.

I just restarted just to experiment more with settlement building. I also wish that there could have been a bit more of that. However, it makes sense that Baron/King would just set one town to represent his/her rule for any region and let other villages and settlements to develop on their own around it.
