bow in melee range
'I cant see that my ranger (without any special ability for it) gets any attack roll reduction for using bow in the face of enemy. Is it right?

You're probably using feats that eliminate that penalty for an archer. You're Legolas. Fire point blank.

I think you don't get a penalty for being in melee except eating an attack of opportunity (this can be quite big problem, esp. if the enemy has multiple attacks of opportunity/round). The -4 to hit for shooting into melee applies only if shooting a target engaged in melee with a friendly character.

If you get to 4th level fighter, you can take weapon focus, weapon specialization and then finally Point Blank Master to avoid attacks of opportunity. Alternatively a ranger at 6th level can select point blank master, but must have weapon focus instead.

The penalty for attacking in melee is your opponents get attacks of opportunity.

Unless you have Point Blank Master, which eliminates the AoO
The penalty happens if you're shooting at an enemy who is engaged in melee with one of your allies, which precise shot negates
