Dragn not delivering onslaught

So, I did everything I'm supposed to do. Went to Thorn Ford. Picked up the robbed stuff from his brother, delivered it back to him. He simply never shows up at the capital. When I go see him, he asks me if I've been to Thorn Ford yet. I've already done that part of the quest. Can't figure out what's wrong.

This is the convuluted and badly implemented hidden information to obtain masterwork items that the game just doesn't let you know at all. Seriously don't know how owlcat thought needing all this was a good idea when the artisian never once says anything like what they need.
