how do I get access to reduce person?

Octavia does.

Like any wizard spell, though, she needs to add it to her spellbook first. She gets to choose two spells to add each time she levels up, but wizards can also copy spells from scrolls into their spellbooks. (And she should do so every chance she gets.)

Reduce Person scrolls seem reasonably common, so you can probably find one for Octavia to copy into her book.

where can I buy scrolls at? I have hundreds of scrolls but no reduce person.

Scrolls are usually sold by clerics, swamp witches, lonely wizards, and some also by alchemists.

Been Bokken, aris-whatever in the capital, the swamp witch and the pilgrim at the temple of the elk. None of them are selling scrolls of reduce person

Octavia comes with a Reduce Person scroll in her belt slot btw.

You need to put the scroll on a casters belt who can cast it. Then open the belt tab and select the person to cast it on. Or better yet, right click on it in the inventory with a caster who can cast it and add to spellbook.. Then press b and select it as a spell..

But yeah. How have you made it that far?
