No its not, rogue just don't get automatically access to all weapons finesses types. They still have to take martial, exotic or multiclass.
Because, since you clearly learned nothing, just because you think it's a bug doesn't mean it is.
The game would assume you'd learn to Master a weapon after learning to use it. If anything, you can imagine it to be you instantly mastering the weapon after actually learning to use it.
Please don't start yelling bug again at anything you can't comprehend.
It's not a bug. Hindsight is 20/20. If the game required you to waste Feats in order to fully level [Since you'd be forced to learn to use one of the weapons that require Weapon Finesse] then it would be terrible game design.
At least here it lets you plan ahead and get what Finesse you plan to focus on early.
