Druids are easy since the class is tier 1.
Next, race. I believe that tiefling of oni blood is the best, but there are options. If nothing else, Human is a great race, since you can have a lower int with no issues and extra feat is great.
Smilodon is the best pet if you play turn-based mod due to his high number of attacks and Pounce (ability to make full attack after a charge). Actually, screw that, Smilodon is OP. But there are other options if you like, bear and stag are quite good. Poison is not that great, but servicable. Dog is the worst pet. Don't take domain; it's nice in tabletop, but lacking in game, especially since you're building for combat.
Attributes. You want to have at least 16 wisdom and strength, and at least 2 skillpoints/lvl. For example, my oni statline: 18 12 12 12 17 10. Exact numbers are a matter of taste, I would say.
Skills. Persuasion isn't your class skill, but you will need it in some scenes where your cohort can't help you. If you max it and wear Robe of Hypnosis (from Tenebrous Depths level 7), you will be able to make most of such checks in game, otherwise rely on your cohort. Perception is great, since you will be quite good in it, and it is used in speech checks. Knowlidge Nature is your strongest skill, since you have high Wis and gain bonuses to it.
Feats. Remember that your strongest forms is a Smilodon, so Claw is a nice weapon to specialize in. Nature Magic is a must and you should always take it. Take Outflank for every member of your party. Take Blind Fighting around level 13. Concider Toughness. Everything else is up to your taste, really.
Note that armor is not applied when you're in your animal form, so cast that Mage Armor unto your main hero. Amulet of Mighty Fists is bugged and not applied to your attacks in natural form for some reason, so you might want to cast Greater Magic Fang too.
For spells, note these: Acid Maw, Barkskin (your best buff), Feather Step (mass), Greater Magic Fang, speed buffs, Enlarge Animal, Protection from Death, Mass Bull Strength and Mass Owl Wisdom, Mass Stoneskin, Heal, Legendary Proportions, Mass Heal. Everything else is up to your preference.

Choose animal domain as your bond. (With this, you have the pet later, and with only one feat, boon companion, you get 1 extra spell per level, so I think it's better than having the pet from start. BUT the pet is really helpful at low level)
At level 4 you get a pet, leopard, with its trip ability is a solid option
And at level 5, boon companion feat (only if animal domain) and at level 7 nature's spell.
Maximize nature's lore to reduce hunting time while camping.
Also, to make the animal summoned more powerful, there is a feat that boost summons (+4 to CON and strength) that has a required feat (edit: spell focus conjuration, thx Notabot)
After you buff characteristics, barkskin etc, the smilodon form works great for damage dealing. And as you get firestrike as a level 4 spell, it doesn't cost to much to empower, so maybe metamagic empower by level 11
I would go straight to level 17 to get the higher tier spells and as Pink recommended, one level of monk.
Personally, I like to summon smilodon or many with higher spell levels, but elementals are not so useful
Defender of the True World doesn't have delayed Wild Shape, that's Feyspeaker. Also, summons don't suck - if anything they're overpowered. Especially buffed by Feystalker.

Feyspeaker is fine early because your pet is great early and great late because Smilodon form doesn't care about your low BAB and you can fight with Displacement/Mirror Image.

Val here is Sylvan Sorc/Feyspeaker/MT3/TSS1 using Armag armor to get Smilodon form, but pure Feyspeaker would play similarly.
