Skill focus feats

I can't find any information on these Skill Focus feats. Playing a sorcerer and since they have high charisma might as well pump up persuasion. There's this feat called Skill Focus: Persuasion and I want to know if this feat can only be taken at level 1. Does anyone know?

Can be taken at any level, that rewards you with feats or even with a few bonus feats, some classes have access to. (bard, rogue, Serpentine bloodline)

Also, they stack with other feats that give bonus to the same skill. For instance, ''Deceitfull'' give a +2 to Persuasion and Trickery, and it stacks with Skill focus for each. (You can also take Deceitful at any time.)

But if you have very high charisma it may not be essential to take the feat. Maxing up your skill points should be enough to succeed most of the time.
