Basically you need to select a prestige class in the CC & that allows a nude paperdoll without the class generated outfit underneath. That way, outfits will generate based on their icon and without extra layered clothing on the bottom. Much like the picture you described or the ones in this mod’s banner image.

its a bug with having non-humanoid or a prestige class selected as the default class
since those classes are not designed to be chosen at level 1, they were coded with a null value as the starting outfit, hence: naked
most likely culprits are respec mod or bag of tricks, both let you ignore pre-reqs for a class and in theory make a character level 1 arcane archer
haven't been able to determine how p:k decides default class. it keeps changing. but if it picks a prestige or non-humanoid, you get a naked doll
