Spell Combat Stopped Working
I respecced my character to Magus but spell combat ability doesn't work. I don't get the -2 attack bonus and can't cast spell and attack at the same round.

What kind of spells are you trying to cast?

Fireball, displacement etc. I used to cast them in the same round with attacks but i was playing as a Sword Saint.

If you start out in melee range, have correctly activated the ability on your toolbar, and are using a spell that takes a standard action to cast, then you should be able to cast and attack in the same round. Most commonly it doesn't work because you are standing too far away from your enemy (or for eldritch scion only, you are inadvertently making a spell ineligible by applying a metamagic feat to it).

I just tested this in my game and spell combat works fine on a respec'd character. But if you are doing everything correctly and still think there is a bug of some type, your best bet would be to install the turn-based mod and try it there. It makes a lot of things a lot easier for the player including knowing when you are within 5' of your enemy which is the requirement for being "in melee range."

If you are also wanting to spellstrike (not clear if you are since we do not know your magus level), then there would be the additional requirement that you have to be casting a touch-range spell.

I casted Fireball and attacked, he didn't attack until next turn.
Same case with Sirocco. I have both abilities active and equipping scimitar in one hand.
I used to do that. After respec it stopped working.

Unfortunately respecing can be buggy. I had this same thing happen once after respecing someone into an Eldritch Archer (which is much easier to get full attacks with). It was eventually solved it by respecing the character again and spellcombat worked as it should afterwards. Before doing that (if you haven't already) you might also try deactivating spellcombat and spellstrike, saving and exiting the game, then reactivating and trying it out again.

Use the respec mod, it works better than the ingame respec

I tried the respec mod but still getting the bug. In fact i started a new character and also disabled all mods but have this bug. My lvl 16 character is wasted if i can't find the solution.

I had this same thing happen while I was using the respec mod. I restarted without the mod and the game worked fine.

I did a little bit of testing in this post here a while back. https://steamcommunity.com/app/640820/discussions/0/1638662230379176561/

Its not conclusive that the respec was the issue, but it worked without it so I haven't touched it since.

I disabled the respec mod, still bug exists in current save. I will try a fresh game without it.

Ok so after a closer at your video (though it's been awhile since I magus'ed in RTWP mode) I think I can see what might be happening. For the fireball, you made a move action to approach the enemy then cast fireball during your magus's same round (watch the time counter above his head), so spell combat should not have triggered then. It should have done so in the sirroco round, but I'm wonder if when you clicked manually on a target immediately afterwards, the character had to make a "microadjustment" to their movement which the game counted as another move action (those microadjustements are very apparent when using the magus in turn-based mode if you don't have 5-foot move selected). Does it work when you start a new round next to an enemy, cast a spell, and let him autoattack? Also how do spell combat spellstruck spells work in the same situation?

I used to cast spell and attack with ease without microadjustments when i was in reach of attack before the respec. Now it just doesn't attack whatever i do until his next turn

Try making a character in the endless dungeon DLC if you have it. It only takes a few minutes to level up. Do it without touching the respec mod and see if it works.
