If your new to a game/setting i'd suggest being less concerned about what is "good" and more what you like the look of. Save, make some choices, test those choices and find out what works for you.
My first playthru with one from Start to finish was of a solid Healer and Single Target damage dealer using the Steam Composite blast mainly, started with Water and eventually went into Fire, picked up the basic archery feats (Point Blank Shot and Precise shot) and weapon focus in blasts and maxed out Use Magic Device for wand utility
Overwhelming Soul could be useful if you would have some reason to use charisma like if you would use paladin or monk dip to get charisma to ac and saves or something, but for kineticist20 it is just bad idea and no matter how you would build it you would be lot weaker than basic kineticist20.
If you choose air instead of earth you cant take Deadly Earth as soon as possible (if at all) which is bad as it is the most powerful Kineticist ability in game. If you cant take it you should at least make sure you get Cloud and composite blast that works with it.
While it would be possible to make ok build for overhelming soul with monk and/or paladin dips for Kineticist20 it is just weak. Even perfect and most optimized build possible would still be practically useless compared to that InEffects build.
So if you like to optimize first thing is to change sub class. If you like to play Overwhelming Soul20 for some RP reason or something. Forget about optimization. It is not going to work anyway.
