That is the reason they have to mention "regular clothing" in Magic Vestment or the target would be invalid. :)
The reason a monk can wear robes is because everyone can.
The OP asks if Robes are armor since they go in the armor slot.
The answer is no. My magic vestment example was just to clarify that the game rules say that a +0 robe/clothing is NOT armor that prevents monk abilities to work or they would not need to make an exeption for them in the spell.
And if monk AC works with shields, that is a bug or a gross error...also utterly unrelated to the OPs question. Same with Magic Vestment/Mage Armor or bracers. They have no business to stack.
Thirdly, of course should he ask and get a proper answer with a real explanation...
