Where do I get a treasurer?
I've wrapped up Act 2 still dont have one, just exploring around after defeating the Trolls but can't find one. Where do I get one?

Jubilost was stuck in the river next of the capital just after the troll trouble main quest
started(1 month after getting capital). Now he is gone since you have kill the troll king.

The other options are:
Kanerah, you need the Wildcard DLC
Bartholomew Delgado, only available before killing the troll king
Maegar Varn, after chapter 4 the vanishing of Varnhold

Or a mercenary with high intelligence, 16+ since they get a disadvantage.

Ah yes i forgot about that, you also need to save his cart for Jubilost to join.

Until you manage to get either Jubilost, Bartholomew, Kanerah or Maegar Varn, you can use a mercenery as your treasurer. Max out his intelligence and give him a headband. Cheat in the money for it with a mod if it feels wrong to pay for this (and it does, doesn't it...)

Wait what, Jubilost was NOT in the river before I killed the troll king, and now he's permanently gone because I killed the troll king? I'm sorry but that reaks of bad campaign design. Why did he not trigger in my game? It's almost like I'm supposed to read a guide ahead of time before playing because there was no indication to ever go back to the area later

Where was Bartholomew? I'm pretty sure I saved everyone I could in the Troll Fortress and yet I don't have him?

Where the heck is Kenerah? How do I hire a mercenary?

I have to say finding out this out has really soured me on an other great video game.

Bartholomew is the person you are told to save at the Lone House. You can elect not to, but that isn't a bug.

You hire mercenaries by talking to Anoriel at Oleg's. You can elect not to, but that isn't a bug.

You start Kanerah's quest by speaking to Kaessi in her house after you have a barony. You can elect not to, but that isn't a bug.

I do agree that the Jubilost quest is poorly designed though as it is easy to never even know he's there until it is too late to recruit him.

You seem to be having a conversation with someone else. Who is talking about bugs? I haven't run into any bugs except Jubilost if that is even a bug, sounds more like bad design

Do I have to go to Olegs or can I do it at Tuskdale?

Yes for Jubilost it's not the best design for sure and there have been many complains about it. It's happen because peoples are leaving the capital to soon to explore and since the location he spawn in is the first one you come across... they just don't see the red flag a few days later when the main quest finally start and he finally spawn.

Anoriel, the mercenary and respec npc is in the tavern capital.

It's an ok design as long as player actually tries to play the character and not just hunt for highscores and achievements.
This guy missed Delgado, and that's nearly an impossible to miss encounter.
Some people just can't get into the mindset of a DnD player, and that's nobody's fault.
