No random encounters at lvl 18+

I was trying to get the 100 encounter achievement, but even walking around for two full months not a single random encounter happened. I didn't do any project reducing the encounter chance, so i think maybe there is no encounter table for high level adventurers ? Does anyone have the same experience?
