Where is the fey merchant?

I would like to find the fey merchant required for the specific achievement (Sinmarket's Best Customer). Where is he/she?

She is in the courtyard outside the House at the Edge of Time, an end-game area. She is kind of small and hard to spot amidst all the foliage in the courtyard; look right next to the well.
