Does Point-Blank Shot work on spells?
Like Acid Splash.

Yes. It works for all ranged touch spells. (Which makes it and precise shot pretty much required for an arcane trickster)

Only touch range spells? Or the long range ones as well?

Uh. I'm not sure what you're asking. Any spell that requires you to hit a "ranged touch attack" will benefit from point-blank shot. Other spells, such as Fireball, deal damage regardless of the enemies AC and instead rely on other stats (such as Reflex for Fireball). Spells such as that do not benefit from Point-Blank Shot.

Touch spell doesn't mean close range. Touch means it targets ac. It's not a range indicator.
