I've never bug reported it because it's not regular as an occurence, (several times in the first chapter), and because I can't say the Devs didn't give them some special ability I'm not aware of.
I actually had the Fighter in the bandit camp, (4th level), last a good 10 rounds after he was dead. Only one of them left standing, and he just kept hitting my characters with his Greatsword. Marked Dead since well before the rest went down as he was the second one I focused on. Necromancer went down in the first round.
Sort of strange, because if you walk away and leave the encounter range, they just die, so that may be a workaround for you.
No, it is not a bug. Half-orcs, and some mobs, have a feat called "Diehard" which means they don't go down immediately when their hp reach zero. Boars like Tuskgutter and the spectral boar have this feat. You can keep hitting them until they reach negative their original hp, or just wait for them to die.
As far as hitting it goes, just just Linzi's song and bless, otherwise use guaranteed hit spells like magic missile. He can't hit your tank either, so put them out front. I never thought it was a particularly difficult opponent.
Ferocity (Ex)
A creature with ferocity remains conscious and can continue fighting even if its hit point total is below 0. The creature is still staggered and loses 1 hit point each round. A creature with ferocity still dies when its hit point total reaches a negative amount equal to its Constitution score.
The Dire Boars you can summon from Summon Nature's Ally 4 have the same ability and can take a good beating; overlooked that spell my first few playthroughs.
