That said, no, Owlcat isn't going to extend the game past level 20. They would need to invent new rules from scratch, which they're neither licensed nor inclined to do.
You are right and wrong at the same time if owlcat adds in mythic paths in this dlc we get 10 more levels
I think that the 3rd DLC is a random generated dungeon. The player will probably see different maps, encounter different monsters and get different loot with every playthrough.

There is literally nothing past 20. If you want level 21 to happen, you're going to have to ask a modder.
On top of that, all Pathfinder APs are designed for a party to cap out at level 17 as mentioned, and the difference between a level 19 and 20 is nearly an order of magnitude difference with some of the level 20 capstone abilities.
