Tried looking it up on google but just says its unlocked through using a Town, probably one of the building upgrades?

I'm guessing your kingdom also has to be Good for it to unlock as well. I've had it unlock with a NG kingdom.

Nope as well. My kingdom was Neutral good and no Andoran bank was available, just the usual bank. I think in all my playthroughs I've only seen an option to build Andoran bank once, there was some guy coming to the throne room proposing to build it. Maybe the kingdom needs to be lawful and of sufficient enough economy rank?

Had in a NG kingdom. Maybe the option is linked to one or more choices made during the leveling of your kingdom stats.

You need some kind of freedom in your kingdom, i got them asking as CG/NG kingdom to open a bank.

That's worth a try testing. I think only did mediate once as neutral party between Brevoy and Rostland. Maybe gotta do that?

Do you get Andoran bank from being neutral to them?

I did get the bank in every run i play. And in every run so far i stayed neutral (as it is in my opnion the best choice not to be dragged in someonelses war). So it is possible this may cause this, but i am not sure that there are not other factors i do not know. Fact is each englightment got powerfull buildings (for example as RG i got now a building which add +2 on problem solve in a region you have it, build it in each town and it is a huge buff), so it may also possible that you must have the right englightment.
