Can a wizard cast in beast form?
Sigh this game tooltips are so useless.. Almost every level up I have to come here to ask a question...

There is a feat called natural spell, but it seems to be only available for druids

In theory yes, but in practice no. Most spell require some sort of verbal action, and some sort of body movement. This part of spell casting wasn't ported over from the PnP, so it's a flat no.

In PnP there are a few spells that don't require you to say anything, or move, and there are metamagic feats for both as well. When you transform you often lose the body parts needed for speaking, and you are too new to the form to make the right body movements. Of course this depends on the form you take, and as such if you transformed into a hill giant you could still cast, but not if you turned into a bear.

A dragon would be an odd one since you can still talk, but the form varies quite a bit from your own. In this case you would be able to cast spell with a verbal requirement, but not one that requires movements.

The Natural Spell feat is a work around for druids. Since they shape shift so often they came up with added training in the form of a feat. It's likely that a DM would allow a wizard or someone else to take a feat with the same effect if they could make the case that they transform enough to learn how to adapt quickly.

Actually dragons can perform somatic components of spells by default (they can take class levels). It's actually the example form for what kinds of forms allow a caster to retain full casting (as long as they have eschew materials).

Animals -> No Casting
Magical Beasts -> No Casting
Plants -> No Casting
Elementals -> No Casting
Dragons -> Casting
