Missed some NPCS anyway to get them back? Console commands to make them spawn?

Seems I missed the ranger and Jubilost? So is there NO way at all to get them now? Not even console commands?

You can spawn npc's with the bag of tricks mod (I think it's bag of tricks). You might have to find the right npc as there's multiple ones from throughout the game.

Did you find Jubilost at the Ford by Skunk River before finishing the Troll Troubles story arc? Just read on-line, if you did, you can't acquire Jubilost as an advisor. If you met Jubilost, before completing Troll Troubles, but did not get him to be an advisor, you can go back to the ford at Skunk River and ask him.

Ekundayo (the ranger) can be found at the ruined Watchtower during the Troll Trouble questline in Chapter 2.

If you haven't finished Troll Troubles, you should be in good shape to go to their locations and get them to join.

If you've finished Troll Troubles, you will probably have to go back to an earlier save and replay a bit, with a focus on picking up Jubilost and Ekundayo. I've had to go back to earlier saves, and replay from time to time to fix a mess I made.

Unfortunately, they'll both be jubi-lost to your party if you didn't get them before beating the troll king.
