Bards and Inquisitors can also add it to their spell list when levelling.
Your best bet is probably Harrim (or Linzi/Jaethal if you picked the spell when levelling).
I seem to remember a ring from Pitax that gives a permanent Freedom of Movement effect to Chaotic characters if I'm not mistaken.
No FoM? Give up and re roll from the start, sorry.
I forgot to mention that I do not have Jaethal, either.
Don't know if to laugh or cry: I reskilled Harrim very early as a fighter, as I preferred Tristian as a cleric (whom I lost now as the third part of his quest never triggered for me). So, Harrim has no 4th level spells. :D
Oh well... I tuned down all difficulties and just buff and reload my way trough. Valerie is my bullwark, she has "Owlbear Skin Boots" (immunity to paralyzing effects and more), and never goes down, doing decent damage... though fights take for ages, and often I get unlucky rolls and then she dies anyway, so reload...
Honestly, I really loved this game until the final chapter. The strength of the enemies and letting the player only ONE single defense strategy (FoM) ist just... so frustrating...
Honestly, how crappy is that?
I pardoned every bug I encountered so far, and I praised the game for story and atmosphere, but the finale is just a big shame.
But honestly you might want to respec Harrim via the respec mod on nexus so you can get the 4th lvl spell. Or just create a custom merc and create the best cleric. That's what I did after I lost Tristian.
If you think it is bad now just wait till you get past the House on the Edge of Time and into the final Ravaged Capital. You encounter endless number of Wild Hunt so everybody in the party having Freedom of Movement is a must.
I gave it all my spontaneous casters who can have it, although the big idea was to be able to use difficult terrain against the mobs in hard fights. In case you have no true cleric, you can buy a merc with full cleric levels as a last option.
I still hope devs will finetune here a little bit... nothing against a challenge, but relying on a mallot you found in act 3... what?! (I remember the mallot, and I sold it looooong ago ^^).
It has only 11 charges I think but maybe you got it without realizing.
