40 => Allows rank III => Unlock linked advisor.
X * 20 allows rank X + 1.
180 allows rank 10.
Moreover how you wrote is is ambiguous, quote:
"You need 60 (rank 3)"
It's like you wrote that 60 points is rank III.
Community (Regent) => Relations (Diplomat) => Espionage (Minister)
Divine (High Priest) => Arcane (Magister)
Loyalty (Councilor) => Culture (Curator)
Military (General) => Stability (Warden)
Economy => Unlocks nothing
So for example you need Community level III and Relations level 20 then you get a talk event with the Regent requesting a new advisor, the Diplomat, and you have a project to unlock it and set Relations to level II.
At least that's the impression I got.
