What to do if Nok Nok just stands near his statue?

When his quest ended, i instatly step back into location, saw the statue, had dialogue with him (while he was in my team), and then ended the quest in the city.
Few weeks later messenger says that he is gone from the city, and then i am said to go and "look at what he built". He is standing next to the statue but when i press anything to speak with him - nothing happens. Reload and re-entering location does not help. I just lost my best dd to yet another bug?
