Report a translation problem
At any rate I rushed the Cyclops quest and then was busy with other events and didn't finish off the Lone Hunter stuff until after I had claimed Silverstep IIRC, but that was 1.0 and awhile ago so it's plausible that I could be mistaken or that the sequence of events that I experienced wasn't intended to be the way it is.
Still I would say that I both felt like I should be able to claim Silverstep sooner than I was able to, and that I didn't really do anything special particular to the region to claim it that I could see. I've also played a second character up past that point, so I feel like I'm correct in saying that you should be fine to continue on without worrying that you've hit some game damaging bug.
It just said on other forums and guide sites that it should be claimable after completing the lone hunter quest... But i will wait and see what happens. I hope you are right! Thanks alot!
I would say take a save and progress a few months through projects or skipping time and see if it opens, while of course all the random dice rolls are randomized there are hard caps on times for events that will always be the same. This should let you, at least in theory, get into the third chapter and faff about until it opens up if it will open up. I could be mistaken as I've been playing other things for the last month or so as the fact that my lawful evil character couldn't side with the hellknights baffled me to the point that I just gave up on the game entirely. Sadly from what I've read since then that is working as intended, but I know I've unlocked Silverstep on two characters and don't recall it being an immediate response to an action on my part so I feel confident that there is also a time frame involved.
