What to do with the event "The Fog"

In the Kingdom part of the game I get frequently challenged with the event "The Fog", speaking about a sinister fog out of the neighbouring country of Ustalav (very helpfull, that this nice land isn't even shown on the map). The event has a DC of 40 and neither my general nor my Sheriff have even a chance to fulfill this task. Also they arent's shown on the map, so I can't find out, where this Ustalav should be. I read here on Steam that you have to clear Thousand Voices, in order to let this event disapear (it destroys over time my country with stability hits).

Now I cleared

• Ilthuliak's Lair
  
• Castle of knives (fixed the crown and handed the Item to the old Fey)
  
• Carnival Glade
  
• Grocery Stalls
  
• Forest Ballroom
  
• and Weeping Grove

and the event still reapears. I even changed the language from german to english in the hope of further informations on hte event, but no luck ingame. So does anyone know if I missed a place, if the region is wrong or if perhaps my save got corrupted after all those hotfixes and my own safe-editting in order to prevent the Kingdom to crumble because of bugs and other problems? To be honest, I could imagine that, regarding the fact that I have a living advisors standing in my throneroom, while I've seen him die...

I just would like to know, what you realy have to do in order to fix the Ustalav problem in order to decide if I'm simply doing something wrong or if I have to start a new playthrough...

I have become stuck at this quest and my Kingdom implodes due to this quest destroying my nation over time. I have no idea how ot address it as its impossible for any of my advisers to address. :(

I read that ignore it will generate only -3. So some players ignored it the time to prepare an advisor. With bonus my war advisor has already 20+ during Pitax (18 and +4 bonus) plus I could buy a belt increase STR some more adding +1 to DC. This would be still far to get a fair chance, so I suspect that players that prepared an advisor did it to solve the event with scamloading.
