Improved two weapons fighting with 16 dex
I don't think that is intended....I had 16 DEX with a belt that gave me +2 to it, and on level up i managed to get the improved TWF feat, that normally requires a BASE stat of 17 DEX. Apparently, the game doesn't require a base value, but any value.

It's somewhat of a simulation of PnP rules where after wearing Enhancement item you gain it effects forever and can use them to attain feats.

Or a bug. One can never know.

I bet on the latter option. Also, will the feat deactivate itself if i remove the belt after taking it? Eh.

Removing the belt didn't change anything in my character sheet. So i guess once you took the feat, it stays forever.

It is kind of cheaty, tho: now if i get a +6 or +4 DEX belt i can just wear it long enough to get the greater TWF and then remove it, to get the feat without dropping points in DEX.

I hardly believe this is intended...

There are classes which ignore pre requisites for feats...

Yes, it is intended, AFAIK, considering they have a script that disables feat-choices if you no longer meet the prerequisites. I have the same on Harrim, where I chose Selective Channel (CHA 13) after giving him a Circlet of Charisma. Taking it off disables the perk.
