Where can I find one of them to progress Mim's quest? And don't just tell to go to the first outpost or whatever give me specific details with the exact location please.

I've looked everywhere, Dumrah, Hassuf, Oleg, the tavern girl, the dwarf near hassuf ... still nothing.

They only spawn in the vendor inventory after Mim actually asked for them. Make sure the quest is on that step.
