the stats doesn´t matter. you have to upgrade the levels. the stats only allow you to do that, as you need 20 for being able to level it up one level.

the unrest is a bit more complicate. read the Kingdom management threat:

in general, you need to upgrade the levels in general. all of them. always have enough BP to fullfill the needs of your advisors.
If you have not upgraded the level until a certain point (time), your kingdom is doomed to fail, as you have crossed a red line.

I am fairly certain that you either.

Have a event you failed or didnt do
Have main quest/important quest you failed to do
or
Have a bug

Try reloading just before you got this issue
