I wouldn't be surprised.
You can disable it by unzipping your save file into a subfolder of the saves folder. Then open player.json with notepad, search for the entry "KingdomManagementMode" and set its value to 1, then save this file.
You dont need the Upgrade/Events to find the Tomb, it just significantly loweres the Perception Check DC. I managed to find the Tomb with roughly 35 Perception by just walking past it.
You don't "need" the library to find it, there's a Kingdom event to send scouts out AND you *can* find it on your own through exploration. I had neither a library nor a city when I found it
