Verrask bugged after giving tools and building his workshop?

Like the title said. Gave him tools and built his workshop. Did his workshop/quest the same time as Nazrielle. There's no interaction with him for more than a month. No gifts and I can't talk to him in the village. He's just standing there but I can't initiate dialogue. Nazrielle already gave me a quest and her first gift. What gives?

I did Varrask and Nazrielle at the same time. Varrask wandered into the throne room with a gift and quest continue a while after I'd finished Nazrielle's quest.

I had the same issue, but I might have "fixed" it.

In case you still haven't gotten Varrask to talk (or for future reference for anyone else), did the trader who sold you Varrask's tools sell two of them?

He did for me and I bought both. Varrask only took one of them though, so maybe the game was confused because I still had an extra set of Varrask's tools in my inventory.
I just noticed them in my inventory again and decided to just drop them while traveling on the map (causing the prompt that tells you they'd be "lost forever".

The very next time I was in throne room, Varrask walked up to me with his first gift.
