But honestly, even restarting with a few different characters, I never take the Lebeda character, he basically flat tells you he's untrustworthy and he's out for himself. Really there's no reason to pick him. Octavia is just flat out better then him as a regent and as a spy ekun can fill the slot easily. If anything the only tough choice is between choosing the councilor you can get from siding with the Surtova or the general from siding with the Aldori.
Also, he may have good stats for a Regent, but Lander tends to give lousy advise that adversely affects your kingdom.
If anything else, Shandra (the Surtova envoy) is more tempting as you can easily end up with no Councillor if you're not the forgiving type or are kill happy.
yep really. Councilor is the one of the main 5 jobs that is the hardest to fill, since if you don't pick the surtova envoy (who is mostly neutral aligned) your only choice is Tristian or a hidden one (the priestest of Lamashtu) but she's super easy to miss and honestly, unless you want to run a REALLY evil kingdom and against all common sense decide to give a position of power in your government to someone who even an evil ruler would have zero reason to trust. Your only choice is either take the surtova envoy, or tristian.
Mind you Tristian is an awesome councilor stat wise, he's usually at least 3-4 points above any advisor in his stats to complete missions so your loyalty is usually your highest kingdom stat by at least 30pts if you follow his advice and appoint him councilor. For a good kingdom Tristian is golden.
Well, i just need to get Tristan back to have a councilor again (despite that shenanigans in Vordekai tomb i planned to get him back in the fold rather than kill him).
Exiling the priestest of Lamashtu was a no brainer to me, as i already had migrated to good at the time (Sadly, i could use a spare councilor now... Being good isn´t much rewarding in this game...).
It seems i´m stuck with those spies since i made that ill fated choice... Anyone know what we can get from the options of delivering the body for free, charging for it, or denying it?
I´m half-minded about preventing Lander ressurection, to get back a little for all the trouble to come.
Basically, he's not there as an option to not take sides, but more as a trap to eff you over later in the game. I do recall being able to say you don't need an envoy, but I don't know what happens if you pick it. I ended up editing the save file to get rid of the spies.

I did not try resurrecting him tho, maybe he comes back?
The funniest thing is that his politicking actually WORKS. By following his advice you will make Sword Lords fear you and open their cards to you and even send goodies to make you help them.
I refused to res him. No idea if it has bad consequences. Probably some hidden kingdom handicap knowing this game though xD
After hotfix 1.10 the project to get rid of the spies appears together with the negative status. It takes 45 days to solve and you must have a minister avaiable. I think it costed a little BP as well.
