The in-game year is broken up into 12 months, just like our years are. Each month has a Roman Numeral after it (I, II, III etc.) which equates to Month 1 (I) (our January), Month 2 (II) (February), etc.
So, if the event needed to be done by Pharast 1 (III) That's the equivalent of March the 1st
So each Roman Numeral indicates our month equivalent, a full year would look like
I = January
II = February
III = March
IV = April
V = May
VI = June
VII = July
VIII = August
IX = September
X = October
XI = November
XII = December
